The project was initiated to address the critical commuter parking shortfall along Metro-North’s Upper Harlem Line. Specifically, this has led to the dangerous practice of parking haphazardly along the shoulders and green space along local streets in the vicinity of the Croton Falls and Purdy’s Stations.
SIMCO prepared a comprehensive study to evaluate the traffic and parking effects of a new two-stage 700+ space commuter parking facility proposed near Croton Falls including the elimination of on-street parking at both stations. The study included intersection Level of Service analyses, a detailed parking survey, including inventory, space utilization, and license plate O-D survey, and crash analysis.
The project also included the development of conceptual designs for three alternative site configurations including parking space layout, ingress and egress, and pedestrian treatments to connect the existing train station to the proposed lot and maximize commuter parking in an efficient and safe manner.
SIMCO’s role, as Prime consultant to Metro-North under its 2015-2019 General Engineering Consultant (GEC) program, included:

- Site access and interface with the local street system
- Interior parking circulation analysis
- Identification and allocation of accessible, permit, and daily parking spaces

- Customer amenities (e.g., shelter, sidewalks, crosswalks, pay station devices, etc.)
